If a banner for an NFCU CC shows up under the "My Offers" tab when you log into your accounts, is it a sure thing?

Nope. It's just like any other pre-approval. You're not pre-approved, you're just pre-qualified to apply. So you match the general credit profile of what they're looking for. But it's never a guaranteed approval.
That's what I thought. Thanks!
But if you're looking to apply for the product anyway, at least it means you have a chance of getting approved. As soon as they gave me a banner for cashRewards, I applied and was approved. But it wasn't guaranteed, I guess I just got lucky.
I am, but my utilization is high right now. Plus, they turned me down for it last year, & my overall stats haven't really changed much. I guess I was just hoping

If you've been with them a year and have DD with them but no CC and this is the first time you've had the "pre-selected" banner come up; something has improved your score a couple points somewhere for their computers to say "this person's score and history with US indicate's they may qualify for a credit card", it's never a sure thing.
I asked the CSR while setting up my online access about that banner showing up right away and she said she was just going to mention that. She thought I should try if I was interested, new member, nothing going through yet, 688TU, and I think 657EQ (FICOS) and was approved for 3k. Not instant, 4 days.
Disclaimer: I also have to include my oldest account on record states 22.8 years, AAoA just under 4 and only 4inq's at the time on EQ (they pulled for CC, TU had 3). No lates or other derogs ever, ie: spotless report.
As the norm, the "pre-selected-qualified-approved" things are never a sure thing. I will say from what I've read and experienced that on NFCU's site, the odds might be a bit better than most other sites.
Just in case you wanted some details

thanks for the detailed answer, ryvision
no, i don't have DD with them. i bank at chase, actually. the banner has popped up before, probably 3-4 times, but i have a major baddie on my reports still (well, just on my TU now...hopefully just one more month), so i have been hesitant to app. i tried last year for the heck of it, but got shot down (as expected). i'm an AU on my gf's card is all right now.

No prob
I'll go out on a limb here and give you a possible option. NFCU is going to be a LOT nicer to you than Chase (just being honest). If you set up DD with them instead, wait for the baddie to drop, I'm guessing they'd see fit to issue you a card. Might be a lower limit card, but better than most would give. Are you by chance active duty?

i agree with you about chase. it's just way more convenient to bank with chase (it's literally right down the street from my house).
i'm not active duty, but prior service. i got out in 2004, but i wasn't bright enough to get in with NFCU before i got out

Unless I'm mistaken, you're in with them now.... Just as good really. You could always set up DD with NFCU, then transfer money from them to your Chase account (they give you your DD money a day ahead usually and transfers out of their accounts to another bank are painless). You'd also get a free checking account (everyday checking) etc.
A lot of people here that can't get into NFCU would probably suggest (ok, scream and shout lol) that you build your relationship with NFCU as much as possible as soon as possible. It's part of the reason I joined.
