you should be able to. but if you are transfering the entire CL over, they will close the account. So why not just ask for a CLI on your freedom, as opposed to applying for the slate? There's no need to have a brand new account reporting for no reason.
I want to know my options. If I get denied for a CLI, I might get the slate and transfer.

if you are denied for a CLI because you have already hit your internal limit, then there's no point applying for any other chase cards in the near future until you think your internal limit has increased. Chase will simply decline you or ask that you transfer CL from your existing cards to the new card in order to approve the app.
So just ask for a CLI. If you are declined, call recon and try to appeal it.

no... this has been proven mutliple times that an underriter has told someone they were at internal limit when they requested CLI but upon applying for a new card they were granted by computer INSTANTLY for as much as $16k I have seen!!!
with Chase I would much rather apply and get a new card and move the CL over requesting a CLI on a current one
I was able to do it 3 months after my account was opened.
I opened my CSP and Freedom within a few days of each other. I was approved for $10K and 13K. I decided within a few days to move $5K from the CSP to the Freedom, making it $18K. But then I changed my mind and moved $3K back so the CSP was at $8K and the Freedom was at $15K. Eventually to take advantage of 0%, I moved the $3K back over to my Freedom making it $18K after a few weeks and that's where it is now... Until I decide to app for a Slate and move some of the Freedom CL over to it.
Chase doesn't seem to mind CL moving much. I also ordered like 3 extra CSP cards on accident. lol
