USAA is great. My first major card was the Platinum rewards with a 2K initial credit limit. ( They only pulled EQ for me in Texas both times.......Second time was for my World Mastercard with $18K limit ) my EQ was mid 600ish too. I cant say if she will be approved ......Just saying my scores were similar when I was approved. Good Luck
I was just approved last week for the Platinum Cash Rewards Master Card with a limit of $4000. I have opened a lot of "prime" accounts the last 12 months, 3 Amex cards, 2 Citi and a Discover. USAA pulled EQ only for me ( I'm in MI). Score was 696 (FAKO from the Equifax Complete site). Got a decent rate and am hoping to grow even more with USAA. I have a small checking and savings balance with them, no other products. Instant approval.
If you have an inquiry to burn, it may be worth it to give it a try. I've read nothing but good things about USAA.
I can only tell you my story.
You see below what my scores are. Last summer I applied, and received, an Orchard MC with a $300 CL. I quickly checked my scores here (I had been repairing) and when I saw what they were immediately applied for Wells-Fargo and AMEX Gold. I was approved for both, with an $11K CL with WF. I let the accounts age for six months.
I app'd for USAA after receiving a pre-approval letter (I am a Reservist with 16 years of service including 18 months in Iraq in 06-07). I was denied. The reason was because of some old lates that didn't seem to bother either WF or AMEX. I tried to recon and they wouldn't even consider it. So, I immediate app'd for Navy FCU who gave me a visa with a $10K CL
I am sure USAA has their reasons. What they don't have is my business
@ konnabill...how long did you wait before getting the second card. I just got a Mastercard with them with a $1500. limit.

I waited 1 year before I apped for a second card. I used my platinum card (first card) moderately and always PIF. I also enrolled in their premium credit monitoring service and added direct deposit from my part-time "job". I have read that USAA prefers "relationships and use of several products". I really like USAA...... BUT I had a few glitches to repair on my EQ report and when I apped for the second card my score was 760ish with VERY LOW UTIL. Good luck the world card has an 8.9% apr
I've been thinking about applying for there World Card myself but I pulled the trigger and applied for the Citi card. I use there premium credit monitoring service as I find it cheap and alerts are fast and accurate. Example.. when I applied for my new Amex at Costco before the girl could come back to the counter I knew I was approved.. I got a approval e-mail from Amex and the monitoring service sent a alert quick.. my droid blew up with vibration and sounds. The girl comes back and said "great news your approved" .. I follow by saying "yeah I found out a few mins ago"
do they require low util?

A USAA representative once told me that they don't like to see more than 50% utilization on any single revolving account... not sure what their overall standard is though.
