2 INQs from apartment complex, who do I send non-PP to?

The apartment complex pulled my CR as a hard pull twice in two days. On my report it shows up as a company called SAFERENT who actually pulled the reports on behalf of the complex.  Do I send a non-pp letter to the complex, or the company that actually pulled CR twice? 
 
 I went into the office, and they were of no assistance, and the secretary just stated that they may have had to double check something.... that doesnt even sound right? Couldnt they have done the double checking- if need be as a soft inquiry?

Since your credit was pulled for the same reason within a 14 day period, it only counts as one inquiry.

I believe that only applies to cars and mortgages.
 
I am not sure of the effect of landlord pulls

This is only in the case of a mortgage and an auto loan (and they have to be coded as such in order to be de-duplicated).

What in the world would they need to double-check that they couldn't see on the first report? Makes no sense. I would send it to the complex first.

Agreed. As I recall it's a 2 week period for car loans, 4 for mortgages.

But as I'm told landlord inqs don't really effect your score.

That's b/c they are supposed to be soft inqs.  But, if they are hard inqs they could affect the score.

True, but my understanding was it doesn't effect your score much since it's not an application for credit. It's the landlord checking to see if you pay your bills or not.

A hard inq is a hard inq and will hurt regardless of who it comes from. Landlord inqs are supposed to be soft inqs (which is why it shouldn't hurt).

I dont know what they needed to double check either, doesnt make sense.. In my previous apartments, they have all been soft INQs, so this was new to me. I'll be sending them a non PP letter today.

Softs are cool. They don't hurt, even though it's still stupid that they softed you twice.
