A Ding in Collections not in my Accounts- ouch

Hey Guys,
 
I seriously need some help.  I just got a very unexpected hit in my Collections section.  It hit me hard (17 points)Smiley Mad I seen people here  talk about PFD regarding Collections; however, this isn't reporting in my Accounts as bad debt, but appearing in the Collection section.   I wasn't even aware of this debt, it was part of a past medical bill.
 
Here is my question, can a PFD work while in Collections?   I really want to settle this debt NOW, but I was wondering since they but it there, can it get taken off?  Also, is there any way possible to get my 17 points back from this. 
 
 I've paid off things in Collection and it just stays there. As a matter of fact, I've paid off two Collection Debt and it just states, PAID
 
 I'm referencing to the use Score Watch  and for Equifax section.  Please help.

First you need to know what your SOL is before paying anything!   Next you need to first follow the correct steps. #1   dispute    #DV CAs....make them prove that they own the account or have the right to collect....you need to know if they are licensed in your state.   IF they pass the test THEN you PFD them....if they accept....you pay & they delete.
 
After you pay all you can do is send GW letters.  Scores go down faster then they come up!!!!!!!
