I recently decided to shift my "not zero" card to a different card account.
12/1/2019 I get my current score from Experian - 694 - an incremental boost over the previous month.
12/5/2019 The CC that has a balance ($51) reports $0 so all my CCs are 0 balance till the card with a small balance reports (12/13).
12/5/2019 Score drops 14 points.
No other items have changed so this would certainly seem directly tied to having all cards at zero.
TU and EQ have not yet updated but expect I will see the same there.

Yes. There is a known FICO penalty for 'no revolving credit usage'. A 10-15 point loss is typical for having all cards at zero.
