Another INQ might ding you, but if the CC has a good long history then the INQ ding will likely be well worth it. An INQ, for argument's sake, might cost you 10 points (which is probably a very high guess), but the new TL might give you 30 or more points.
Who's the CCC and what state are you in? I can try to run down which CRA they'd likely pull.
