Based on a review of posted forum data and other info, you should be able to get to 720 over time on a dirty scorecard unless you have a bankruptcy holding you back.. You are not at a "bucket" ceiling with a score under 700 - IMO.
As others have said, your credit file is not stable and you are adding new credit that has a negative short term impact on upward score potential. Let things settle down for a few months and watch what happens.
P.S. You can get to scores above 720 (but probably not to 760) with tax liens in your credit file. [tax lien prevents top tier score?]

You can get to 740/752/753 if you put some really nice lipstick on the tax lien pig

Just got an update today that score went up to 690 exp. So as usual you guys were right. Haven't hit that celing yet.
