1) Depends on issuer, maybe, maybe not.
2) Fico scores and utilization are numbers that are always changing.
They only count if you are trying to get a new CC or other loan, else it's just a number.
If your brother is going to pay it down before you need a loan, who cares ?
If this is an unusual occurrence, write it off as such
3) If he often has high utilization.
You need to decide if it might be wise to be removed
Only you know if this a norm or unusual event

Forget the 50%, the bolded part alone is probably not doing you any favors. Is this card a lot older than your own cards? If so, that could impact oldest and average ages. If not, then drop it.

UT has no memory. So, if scores drop this month, and he PIF next month, scores will go back up.
