A freeze is not the same as a FA, and only some states allow you to freeze your reports.
 
"FILE FROZEN DUE TO STATE LEGISLATION" is the comment you see on your CR if you freeze it .

A credit freeze prevents new creditors from seeing a CR unless you authorize a temporary thaw. Prospective (new) creditors only receive a statement saying the file has been frozen.

Current creditors can pull a soft for review, but not a hard inquiry.

Yes, they are very different.  A freeze literally does that.  It prevents anyone from pulling your credit unless you authorize them or give them a pin.  A fraud alert just lets the creditor know that you may have been a vicitim of fraud and should contact you to verify that you are actually applying.  However, in some states the creditor isn't obligated to call.  And some states, like Georgia, don't even honor Freezes.

Thank You for that answer Tuscani. I can in my state put a freeze on my CR.
A soft pull doesn't hurt correct?  That I wouldn't mind at all.
