So, I was tempted to complete the app for a credit union, but I "saved" the app before completion, so I could evaluate another credit union. I had already surpassed the page that asked for my SS#, but there was still more info to enter before completing it. Before exiting, it offered me to save the app and complete it later. So, I get the alert that they pulled a week later. In my opinion, I should not have the INQ unless I completed the application. I will have to contact the CU I guess to have them remove the INQ, unless I need to dispute it with the CRA. Still researching that part. Just wanted to share the ino in case someone else saves an app before completion.
P.S. - And now I need to also confess to the Garden Club to see if it gets me kicked out LOL. I technically wasn't apping for credit, per sae.

Try your best to get the inquiree to at least recode as a soft inquiry, which then will have no impact on your scoring.
You are unlikely to get resolution by disputing with the CRA.
In order to provide a copy of a credit report, the CRA must have obtained a statement of permissible purpose from the inquiree.
They rely upon that statement, and since the cat is out of the bag with respect to having provided the report, they are very reluctant to get involved in independently questioning the accuracy of a stated permissible purpose. Since an inquiry does not relate to the accuracy of information reported to them, they have no requirement to send a copy to the inquiree for verifiation. Thus, their own reinbestigation is adequate for them to verify.
You are apt to simply get a verification.
You cannot use the direct dispute process to send a dispute to the iquiree, as issues related to inquiries are exempted from the direct dispute process.
