Can sy Transunion score change but not Equifax or visa versa?
Yes, each CRA is independent of the other CRAs - so if a creditor only updated a single CRA then your score would be changed on that one only.
What if it's reported to all 3? I ask because we took out a secured cc at the advice of our bank and that was supposed to give us 10pts. Well it did pm Experian and Equifax but it did nothing to TU.
Do you know for certain that this card is reporting to all 3 CRAs ? Also are these FICO scores that your bank provided ?
Yes, the bank provided the scores and yes it does and did report to all 3.

Even the exact information is scored differently by the three CRA's. With few exceptions my data is basically the same across all three and you can see the variance in my scores. This is not unusual at all.

EX - 3/11 pulled by lender- 835, EQ - 2/11-816, TU - 2/11-782

Without knowing what your CRs look like, I would guess that either TU has some information showing that is slightly different from the other CRAs, or that TU FICO just didn't give you the points.
Each CRA's FICO should be close, like within 20 points of each other, assuming that ALL of the information on the reports is identical.
When our lender contacted TU after waiting forever and people being rude, she was told they didn't have to change anything. I don't think that was a good response, but that was their explanation.
