Based on all of the replies in this thread, it seems the thread title / OPs theory isn't correct. Perhaps just a fluke for his specific account.
Well we definitely have received the answer to the OPs question based on the responses. Chase no doubt is still reporting accounts once they're paid to $0.

Question in the title. I just got approved for the BCP and had one other card I wanted to apply
