Collection Agency Requested to Remove Paid Account from Credit Report

I paid a deliquent account in full and asked the collection agency to request the account to be removed from my credit report.  It was for a $250 cell phone bill that I didn't know I owed on because I had moved addresses and taken the phone # to a different cell phone company so there ws no way for me to know. 
 
Anyhow, the account is reported as paid, but the collection agency has requested it twice to be removed from all 3 credit bureaus.  Does anyone know if it can be done?  Do the credit bureaus have to comply?  Or do they even have to do anything about it? 
 
No one seems to know this answer. Any help would be great. Thanks!

The credit reporting agencies only do what the collection agency tells them to do.......
