How do creditors look at paid collection do they look at the last time it was reported on when it was paid for credit approval criteria?

Probably when it was paid.
 
I did read a post recently where the lender told the poster to pay all CAs and COs and was told that they'd approve him/her. The score of couse didn't go up and the poster was denied a loan because of that. So, I'd argue that score comes before payment history by far.
