I'd like the community's feedback on a very strange thing that's going on with DBF.
He used to get collection calls at his old cell phone number, looking for some individual named "Kenneth Royce Rutledge." Strange name, right? But that isn't the point.
He got rid of that cell phone, and got a new one with a completely different number. Yesterday, one of the local hospitals called looking for "Kenneth Royce Rutledge."

Sounds pretty bizarre to me. Is there some logical explanation for this? Could it be that some clown is using DBF's information, but is somehow able to supply a different name? Neither of us knows what to make of it. We're going to check his reports when he gets back.

Sounds like at some point a connection in someone's database was made between KRR and your DBF. It may or may not have been accurate. But they continue to use that believed connection to continue to attempt to contact KRR through him.
If that is true, changing phone numbers again won't help. I would keep track of who is calling him and state that he has no connection with this individual and that they are to stop calling him. If the same company calls again after you told them not to, you might have some grounds for harrassment.
Does the DBF have any of the names in common? I would also suggent that you get creidt reports from all three bureaus (annualcreditreport.com) and see what is on the credit report checking the names and addresses shown.
So, are cell service providers allowed to supply phone numbers to collection agencies and their ilk? If collectors are making a connection between DBF and this chronic bill-skipper, can they legally ask the cell service provider for DBF's new number?
No, DBF and KRR have no names in common. But we definitely will be checking his reports.
There are several independant services that will provide information about cell phone / land line owner. Just google your cell phone number Another possible source is lexis nexis.
