I have friend..yes its really a friend and not me...that is a foreign student attending a masters program at a public college in the US.
She set up her Citi Visa credit card in Hong Kong to make tuition payments to the University in the US. The University uses Nelnet as their payment servicer.
Nelnet requested an authorization for a $9,000 tuition payment from Visa. Nelnet says they never received an authorization. Visa says they provided an authorization, and there is a hold on the Visa account for 30 days or until the authorization is funded, whichever happens first.
The student called Visa customer service in Hong Kong, and they refused to provide any documentation to the student showing a $9,000 authorization from Visa to Nelnet, other than the transaction authorization code.
The only thing Nelnet will do or provide is the code associated with their request for an authorization. Again, they claim they never received an authorization.
What is the best way to quickly resolve this issue?

How long ago was the authorization placed, and what shows when logging into the credit card account?
Does it still show the auth as pending?
The request for authorization was placed two weeks ago. The student says when she logs into her Visa account no authorization request appears

Does her available credit reflect the $9K authorization? Assuming it doesn't then it looks like something went wrong with the charge and you should probably have them try to run it through again.

I wouldn't expect Visa to do anything other than what it has already done, which is provide the authorization code.
I would contact the college's bursar and ask if there's a way to make the payment other than through Nelnet.

That's not surprising; authorizations usually disappear from the consumer interface after 5 days.
