Credit Inquiry Alert from Scorewatch

I received an email alert today that there was a new inquiry on my Equifax report.  It was from CSC Credit Services, dated July 28th, 2008.  I pulled a report from myFICO on March 25th and this inquiry was showing on that report, so unless it was removed in the last 4 days and put back, how can this be a new inquiry?
 
1)  If Scorewatch notifies you of an inquiry, is it necessarily a hard inquiry?
 
2)  Why would Scorewatch alert me of a "new" inquiry that is from 8 months ago?  Is this a second inquiry from them from the same date?  Is Scorewatch broken?
 
My initial concern was that it was from March 28, 2009, ie, 3 days ago.  I'm going to be looking for a mortgage soon, and have therefore been very careful not to do anything that would generate a hard inquiry (asking Chase for a CLI, filling out the CLI form for Citibank, etc.)  
 Anyway, my score went up one point, which I'm sure was not as a result of the inquiry,

Update:  I just pulled my report directly from Equifax, and the CSC Credit Services inquiry from 7/28/08 is only showing once.  It is, in fact, the same as the report I pulled on 11/13/08.
