Are most people paying the monthly fee to check their fico scores from all three bureaus or is there a way to check the score free?

The score Capital One provides is not a Fico, so it is useless. There are some cards out there that provides a free FICO, you will have to research it. As far as any sites giving free FICOs, there is none.
I do pay to get mine from MyFico. My USAA and Cap 1 cards do have monthly credit scores listed, but they are FAKOs, not FICOs. I get my free TU and EQ credit reports from CreditKarma so I can track updates. That site also has scores but they are also FAKOs, but you can at least track that you are moving in the right direction. You can get free EX credit reports from credit.com, and that also comes with a FAKO score. There are some credit cards that do provide FICOs, but I do not have any of them.
If you go to the EQ, TU, and EX sites, they often have specials for $1 to get your credit report and score - you will just want to make sure you cancel prior to them charging the regular rate after the one week mark.

BraclayCard and Discover card - both provide a monthly FICO score with your statement.
The credit trackerI get with Cap 1 I only get an update once a month I think. Experian gives a true FICO score now with their monthly subcription but it's $20 a month. I have 3 bureau monitoring through MyFico for about the same price so that's how I get mine (but you only get them when something triggers a change to them).
EX: FNBO gives Fico8 bankcard every month with card
TU: Walmart, Discover give Fico8 every month, Barclays about every 10 weeks
EQ: DCU check.savings or savings.CC combos give Fico 04 every month
Getting your 3 Ficos from this site is a good option. Many credit cards give you free Ficos but they update it only once a month. Some of those cards are
Amex revolvers (some users) EX 8
Barclay TU 8
Citi EQ Bankcard 8
Discover TU 8
Slate EX 8
Also, I have a DCU savings account that gives me a free monthly FICO Beacon 5 score.

I think you are mistaken here, NTDB. The free service at credit.com gives free scores, but not free reports.
