Credit System Failure

I just had a recent experience that I thought I should share and see if I could get some direction.
 
Two weeks ago I applied for a cell phone account online through AT&T. I filled out all my personal information for the purchase and credit check online. It was approved and I received a confirmation number. Two days later I received the FREE phone and accessories in my name!
 
I get online and call to activate my phone, and I was told the social security numbers did not match and my account couldn't be activated. Managers have told me since this was a mistake of Experian's.
 
Is it possible that Experian approved my name, address, date of birth, and social against someone else's social?
 
I am still working with them to get this figured out but I am getting nowhere! Should I report this to the FTC or anywhere else?

I would start with pulling a report direct from EXP - look for a duplicate SSN.

Thanks, they actually did that first. There was nothing to show any problems, only one account with correct info. They can't explain it.
