Are these public records and CU balance still on his reports?

Re: Deletion of negative items

645 is not a bad score! This score reflects the deletion of the public records. There might be other reasons his score is not higher. Does he have credit cards? If so, what are the credit limits and balances on each card? Does he have any late payments on his reports?

How old were the public records? What is his balance on his Dillard's card?

If he pays the Dillards card down to less $150 his scores should increase once it reports.
