I saw on here where it says I need to send the DV letters to the CA, is this the same as the credit bureau. Who do I send DV letters to is what I am asking.

The CA is the collection agency. You can only DV a CA. Never the OC (Original Creditor) or a CRA.
I know the acronyms used here can be confusing. Here is a list of Abbreviations.

DV letters are private letters between you and a debt collector regarding their debt collection practices and obligations. They are covered under the Fair Debt Collection Practices Act, FDCPA 809(a) and (b). Neither an OC nor a CRA has any place in the DV process.
The term "CA" is often used to loosely refer to a debt collector. Technically, a CA is a collection account reporting done by a debt collector to a CRA, recording their collection activities. "CRA" refers to a credit reporting agency. Acronyms are frequently used loosely on here when discussing topics.
