I'm not so sure it's a simple as an average or simply just looking at the scores. Chances are they want to be able to see 3 versions of your report as they may see more information (good or bad) when looking at 3X the data.
I've got one very dirty account and for some reason it was only negatively reported on EX where all of the information reported on TU and EQ is squeaky clean. Fortunately when creditors pull TU or EQ they don't see it as being a dirty account. A creditor like Capital One, however, that pulls all 3B reports will simply have a greater chance at catching things like this IMO. I guess they like to just cover all of their bases.
It's an interesting question, but I'm not sure anyone other than the people and who wrote the algorithm and those that directed their efforts could answer it.
I am not sure what Cap1 does. However, the EQ score seems to be the most important. If I had to guess, I would say they normally use your EQ-04 score for the base decision modified by what they see on the other reports.
