Try sending it again. I had this happen and waited a month and sent it again and it worked.

So you sent them - TransUnion & Equifax the complete identity theft “package” again a Month after you sent it the first time and it worked? Did you change or add anything? Did you sent to a different address? How long did it take ? Thanks for sharing as it is helpful informative.

I would fax them as well, they seem to respond quicker to fax then mail. Also put it tonthe attention of an account manager. If you don't have a fax machine you can get an app and scan and fax from your phone.
