There is one account on my boyfriend's CR that shows he still owes on but when he already paid the entire balance off in Dec 2009. This account only shows up on his Experian and Transunion CR. It is still with the OC and we're going to dispute it but we're wondering whether its best to dispute online with Experian or by mail. Thanks!

Have you tried contacting the OC for help? That would be my first step. If it's an error on their part they can update with Experian.

We haven't tried contacting the OC but will do so! Thanks!
I would suggest neither. There is no reason to even bring the CRA into the dispute process at all. They are superfluous, and just create unnecessary problems. That is why congress enacted the direct dispute process under FCRA 623(a)(8).
Dispute directly to the OC
