Hi...it may not be that the FICO is artifically high. It is scoring what they see to be your credit risk.
FICO scores are only part of the credit puzzle. They are limited. What FICO does not know is your income. When applying for an auto loan, they are going to look at your income vs. your expenses. Is it possible you were turned down based on having what they consider too many bills/payments for your income?
Did they give you a reason for the denial?
