GC not signed

I sent out a DV via CRMRRR and i got my green card back.  However, it was not signed by the collection agency.
 
Does this mean anything?  Should i resend it?

Hi not sure if  you mean by not signed that it is completely blank but the ones I've received back were not signed by a person but they all have some type of "stamp" used on them that say the name of the CRA or the one I sent to a creditor is someone's stamped signature.  Kind of seems like a waste of money to me for the gc if that's all I get as "proof" tha someone signed for the item.  The certified mail part proves it was delivered.  (or even delivery confirmation would prove that)

Stamp on it that says "Received IRS Andover..."(can't read the rest) but it was  sent to a Delaware address that was listed on my credit report.  Oh and it was sent to NCO if that sheds some light...
