This is not Stupid Question. Good Question. As LTL Just said. Amex is slowly. Repeat. Slowly rolling it out. Not everyone has it yet. But image below shows you where.
FNBO cards also offer the Experian score, albeit the Bankcard version.

Yeah. I don't think fixed. I just noticed mine were 10 points higher across bureaus. I'm sure it can vary.
