Not sure if this is the right place to post this, so I apologize in advance.
I have two inquiry's on my Equifax that I did not initiate.
One from National Credit Report and one from PenFed:
I called National Credit Report and they searched and searched and could find nothing with me on file. So they told me to call the bureau that it was pulled on.
I called Equifax and told me I can file something through FTC etc.
Ok, so I gave up on that one for the moment.
Then I moved on to the pull from PenFed.
They went through everything and said there was no pull during that time and hadn't been since 2017. So now I'm lost.
What does this sound like? Am I getting the runaround? Is this an actual case of me needing to file a dispute on those inquiry's?
Any info would be greatly appreciated.

What does Credit Karma show? Do you have any other access to your credit report that shows the pull? It might just be these two banks doing a soft pull that doesn't not affect your credit. Alot of places will soft pull you to see if you qualify for credit products.
I'm thinking these were SP just based on the Inquiry type it is displaying.
I would like to think they are soft pulls, but the ones I posted were from a 3B report from Experian and here is the one from Credit Karma:

Were you able to find anymore information about these HP's?
This is certainly an odd situation, they have no record of the HP's.
I'm wondering if they only hold on to those records for a certain amount of time? Idk

PenFed insists they haven't had a pull from me since 2017, which is accurate.

I have no idea what to do now.
I would day dispute, if they have no record of it they won't be able to verify it?

At this point, both are beyond the 12-month window where they affect your scores, and the only real concern would be (if they truly were not triggered by you), that someone else may have opened (or attempted to open) accounts in your name.
You have nothing to gain from attempting to dispute these with the CRA (it will be long, irritating, and probably unsuccessful), and removal would not have any positive impact.
Just make sure that you don't have any unauthorized accounts that popped up after each of these, and in the future, make sure you monitor your reports to catch this sort of thing as it happens. Calling a lender right after a HP is much more likely to result in actual info (or you might realize it was connected to a call or request you did make...)

Get copies of your credit reports through annualcreditreport.com and confirm the hard pulls are still there.
If they are still on your credit report send letters certified mail return receipt to both companies telling them that you had not applied for credit and you want the inquiry withdrawn within 30 days.
If Penfed has not withdrawn the inquiry (i.e. it was deleted) within the 30 days or confirmed with you that they are withdrawing it file a complaint online with the NCUA. If National Credit Reporting has not withdrawn the inquiry within the 30 days or confirmed with you that they are withdrawing it file a complaint online with the CFPB.
Do not dispute the inquiries with the CRAs.
