Citi is the best. CLI has NEVER costed me an Inq and I have had several.

Found that AMEX and FIA (formerly MBNA) do not pull hards on CLI.  They simply check your payment history with them and may ask about your income.  I went from a measly $500 cl to a 15k cl with FIA in less than 15 months without a single inquiry.

City pulled hard inq's on me every time. Refusing to increasing my credit lines.

Are you filling out the form and requesting a CLI? The form will cost you an Inq. However, if you are presented with a CLI on the CLI page you will get it without a hard.. just remember, Citi form ALWAYS requires an Inq.

Citi increased my CLI from 3750 to 4950 w/o an inq. For a higher CLI, which I would have probably qualified, they said they would have to pull a hard one.
