Hard pull without permission.

The other night when I was activating my new CITI card I specifically asked the CSR if they would do a hard pull if I asked for a CLI. He said they would not so I went for it. They did increase my CL but the next day I saw a second hard inquiry from them on my EX. Is there any way to dispute this? I only have three hards on EX and one hits a year on Nov 3rd. Should I even worry about it? I think I only have two on TU and none on EQ.

The good news is, with the new 5k CL I'm well below 9% utilization.

don't all CCC's do hard pulls when you ask for a CL increase?? I always thought they would. If they don't then, i'm all for raising the CL to lower my utilization %.

Not all.  AMEX does soft pulls for sure.
 
There are a lot of others who do soft, but I just cannot think of them now.
 
Concerning what to do about the inquiry from Citi, I would call them and explain the situation.  I doubt they will do anything, but it is worth a try.
 
If you want to go a step further, you can send the letter that you can find at the "Frequently Requested Threads" links at the top of this forum.  I would let it slide if you are not planning on anything big in the near future (house or car).

No, some do account reviews (soft) or both.  You have to call and ask... but apparently in the OP's situation this did not go as planned. 
 
OP needs to call Citi back and have them recode it.
