Help! New Here - Collection added that is OLD

Could someone point me in the right direction on how to handle this.....
 
Collection agency just added this account this month 8/07 - I didn't receive anything from them and noticed it when I pulled my report. I don't even have a clue as to what this is for.... They can't do this can they... looks like a whole new account just reporting... What should be my first step?  From reading I think the SOL in my state is 4 years so it is out of time...

This seem illegal to me. I would DV the CA and dispute with the CRA's. If this doesn't work, I would contact your state Attorney General.

BTW - When you DV the CA and dispute with the CRA's do this at the same time. Send the DV certified return receipt mail and use the online dispute process at the CRA's. It seems as though this agency is trying to ruin your credit report for the next years. Also, check your states statute of limitations for this debt on the time frame the company has to sue. I am in California and it is only 4 years here.

Junk dealers will do this. Your SOL is past so they can't sue you BUT it can remain on your report until  9/2009. You can send them a DV   and put in it that you know your SOL is past.
The date: 8/07     this is just the date that they reported it. It has nothing to do with the DOFA or DOFD, this never changes.
