If you can, I would start by paying off your Amex CC and getting the balance on your NCFU CC to report util < 10%. Can you answer the questions below? That way I can share more with you. All of my FICO 08 scores are very high. I'm well into the 800 club.
How long is your credit history?
What is your AAoA?
Baddies? If so, what are they and how old? If lates, how severe? 30, 60, 90, 120 day lates?
Any hard inqs less than a year old?

It takes time codehavoc.
People with an 800 credit score will have a very high AAoA, meaning, they have a lot of old, active accounts in good standing. They also have virtually no inquiries.
Basically, it's having time on your side.

FICO Scoring likes to "round down" AAoA, so yours is 3 years. Your credit history is 9 years and Your overall util is about 11% (not bad). Your credit history length is fine, but your AAoA is a bit short. Even if all of your lates get removed and you get your util to 9% or less, I'm not convinced you'll get into the 800+ Club with all three CRA's. As madmann stated, just about everyone in the 800+ club has a long credit history and a very high AAoA. Low revolving util is a must. For FICO 08 Scores, it's a good idea to have an open installment loan in good standing.
All three of my FICO 08 scores were 850 until my only open installment account updated on my CR's as closed and paid.
My FICO 08 scores are now: EQ 820, EX 817, TU 814.
Time and patience, unless you have a relationship with Amex and can get a card or cards backdated.
