A new collection can initially lower your score upwards of 50 points.  Paying off delinquent accounts will not raise the score as they are still considered in your calculation for likelihood of repaying your debts.  That being said, the older the collection account is, the less of an impact it will have on your score.  Usually 6mos-1 yr etc from the last reporting date, you should see softening in the impact.
