Until she is 18, she is a minor, so cannot get a CC under legal contract. Have her open a savings account to establish a bank relationship. That does not require extension of credit, so can be done as a minor.
The day she hits 18, she can begin to estabish a credit history, and within 6 months of establishing her own credit, she will get a FICO score, and be on the way to doing what I wish I had done at 18!
Give it "four more years," then go for the gold!
