While the FDCPA may only apply to CAs, the TILA and state UCC applies to ALL. If it's past SOL then google the term Whychat and look for his SOL letter. Hopefully she hasn't actually been making payments on this account otherwise that would likely keep SOL alive.

You can't. The OC has a right to call unless as was previously stated your state has laws that stipulate how often. What state is this? Some states have their own version of an FDCPA that does govern OCs as well.
