I opened my secured card in July 2014 and haven't missed a payment and almost always have utilization under 10%. 1. Your collection account for $485 will update as paid which FICO doesn't care. You will get no boost in score for this, FICO score treats unpaid collection the same as paid and it will not fall off your CR until 7.5 years from DoFD.
2. Your one revolving account (CapOne secured) is still too new, you'll have to let it age more. I'd recommend trying to get 1-2 more credit cards.
3. Your frontier collection is hurting your score also, you will just have to wait for this to fall off.
Are both the collections you have on your CR recent? What are the DoFD?

They both have to be deleted to really have a impact on your score, having one baddie is pretty much the same as having two. When my public record was removed from my CR, I saw 0 increase since I still had a paid collection.

ah okay well then on TU you should see a big score boost once that falls off. I would then apply for CapOne Quiksilver or Platinum card.
You scores look strong enough to apply for another capital one card. They seem to be more friendly of getting approved for their credit cards. I would do the pre-qualifier and see what you get. The quicksilver one and the platinum are good cards for rebulding.
