ID Theft -- Credit Monitoring suggestions

A friend of mine just found out that the hospital "lost" his file which included his credit card info, social, insurance info, and a good deal of his medical history.  They have offered to pay for 1 year of credit monitoring services.  Any suggestions on the best services out there for credit monitoring?  He is not so much worried about his score, but the ability to pull any and all credit reports anytime he wants.  Also, is there a credit monitoring service that also handles freezing all credit bureaus.  Any suggestions would be helpful.  Price really is not an object as he will not be paying for it.
