I have a friend who is on a payment plan to pay back taxes. She has not yet checked her CR. Does this information show up on ones report?

Hi there and welcome to the Forum's.
I can only speak from my experience. As long as the payment plan goes as agreed there will be nothing on the credit reports.
But I would see what others say about this as well.

I was on a repayment plan too, though I wasn't on time. Despite that, they still didn't report and with a nice refund two yrs later, they took it and it wiped out the debt.
I've been on a payment play for federal and state in the past. I was never really late... maybe a week or so from the due date. They never put anything on my credit report. I think it will only go on your credit report if they take you to court and get a tax lien...
I appreciate all the comments. I have advised here to request her free annual credit report and start from there.
