Identity Theft - Help Needed

A family member has been struggling with an ongoing battle with identity theft thieves.  They have stolen her SSN and it looks like they actually went to her house to steal her mail that contained credit cards which were opened fraudulently.  The problem has gotten even worse as the thieves have access her credit file and now have all of her credit history information.  So when she locks her credit with the three bureaus, they just call back in and somehow "prove" it's her with the stolen credit history information and unlock her credit.

 

This battle has been escalating, and it is becoming an incredible emotional and psychological drain for this person.

 

Does anyone know what steps can be taken in this situation when the thieves have all the information required to impersonate the victim?  Would changing the SSN help?  What steps should/can be taken to prevent these thieves from accessing her banking accounts?

Have them file a police complaint for loss of mail and documents. The files can be locked online and I dont think anyone can simply unlock it without the consent of the user.

Reading the OP, it seems that the problem is that the thieves have enough info to convince the CBs that they ARE the user.

Has she locked her credit files, or has she frozen her credit files?

Has she considered getting a post office box to get the majority of her mail sent there?
