Inquiries Suddenly Appearing (Trying this again)

Hi,
 
I just posted or thought I did, but it seems to have disappeared.  This just isn't my night.
 
In any event, I was just checking my Fako credit reports and scores through True Credit.  My Transunion score dropped.  The only thing that has changed is that suddenly I have 11 inquiries on my TransUnion report.  These aren't inquiries that all happened yesterday.  They date back to August 2006 and end at March 2008.  I previously had 9 inquiries dating back 2 years on the Transunion report, but they all recently fell off about a month ago due to age.  These "new" inquiries are not the same inquiries as before.  Has this ever happened to anyone?  Is there anything to be done?  This has cost me 9 points.  And what's more, I don't know who some of these companies inquiring about me are?  I didn't initiate them, so they can only be collection agencies who have handled different past due accounts of mine is my thinking.  It's so frustrating.  Two steps forward and two steps back...Help?
 
Also, is there a limit on how many times a company can inquire?  One of the companies is NCO.  They inquired 4 times in 2007 and withing days of each other.  They first inquired on 6/13 and then again on 6/17?  Isn't that a little ridiculous?

Okay, thanks, though these aren't old returned inquiries?  These are brand new.  I did a compare and contrast to my last credit report.  My old inquiries were due to fall off and therefore should have fallen off.  Does this make a difference?

Are the inquires over 2 years old?

They're dating back to August 2006 ending in March 2008.  Two of them would be due to fall off next month.  But again, these particular inquiries had no appeared on my report before...
 
Insert heavy sigh here...I'm so confused.

Inquiries remain for 2 years from date they occur.

Yeah, I get that, but I guess I'm not making the issue clear.  I have 11 new inquiries that have dates going back to August 2006 suddenly appearing on my report for the first time.  This is what's confusing me. 
 
In the case of one that dates to August 2006, this inquiry has never, ever appeared on my report before today.  This is what I'm asking about.

My TU score also went down tonight by 7 points.  5 inquires popped on today that have never been there before. I pull fako scores about 3 times a week just to keep an eye on things such as this. On my TU there has been 0 inquires for over a year and a half!
