Based on my experience, Trans Union will not act on a inquiry removal request by phone or even by letter. What you can do is to contact the entity who pulled your credit. Ask them what their PP is. If after their explanation you find out that it is without PP and is being done without your permission, you can ask them to retract their reporting or to send you a letter stating that it was either an "account review, made in error, or should have been listed as a soft inquiry."
You can then send this letter to the TRANS UNION.
Alternatively, if you ask the company who pulled your credit and found out that they have pulled it without your permission, you can actually exercise your right as afforded to you by law. ($$$)
If the company stands firm to what they believe is a PP, without your consent, but with the consent given to them by someone else who claims to be you, they will ask you to file a FRAUD ALERT (still, they wont remove the inquiry off your record).
