Is this valid? CA Citing 623(a)(8)(D)

I sent DV to CA requesting verification of the debt.  I provided the acct # that is on my credit report.  This is the response I got back from Credit Collection Services
 
We are in receipt of your recent correspondence concerning the account listed above.  Under The Fair Credit Reporting Act, Section 623(a) (15 USC 1681s-2), we are unable to investigate your dispute by reason of your failure to provide sufficient information to investigate the disputed information.
 
In order for us to take further action, we must have from you the information required under 623(a)(8)(D).  Specifically, identify the specific information that is being disputed, explain the basis for the dispute and include all supporting documentation to substantiate the basis of the dispute.  Pending receipt of this information, we have advised the credit bureaus to which we report that this account is disputed.
 
Due to regulations, this statement must be included:  This is an attempt to collect a debt and any information obtained will be used for that purpose.
 
I'm new to all of this, but thought the CA is the one that had to prove to me that the debt was valid.

It sounds to me like they want you to validate it for them. Tricky aren't they?
 
Did you send DV CMRRR?
 
Do you have a copy of the DV you sent?

The CA is Credit Collection Services out of Newton, MA.
 
Yes, I sent the DV CMRRR and have the green card.
 
Any ideas as to how I should respond?

Do you have a copy of the DV you sent them? I am not understanding why they are saying "dispute" over and over.

when you ask for validation, if you are correctly protecting yoursef, the letter always says "i dispute".
 They are trying the 623(A0(8)(D) routine
 

(D) SUBMITTING A NOTICE OF DISPUTE- A consumer who seeks to dispute the accuracy of information shall provide a dispute notice directly to such person at the address specified by the person for such notices that--?XML:NAMESPACE PREFIX = O />

(i) identifies the specific information that is being disputed;

(ii) explains the basis for the dispute; and

(iii) includes all supporting documentation required by the furnisher to substantiate the basis of the dispute.

Have you disputed with any CRA prior to the DV and it verified?  In which case they are saying (and as I read it rightly) - what documentation do you have that this is inaccurate.

DO NOTHING - YOU ARE ASKING FOR VALIDATION as prescribed under another paragraph.  Wait the 30 days (+5 for mailing) then send them a follow up (if you need one come ask at that time).  I say wait the extra 5 because if they send validation (in full) on day 30 and it's postmarked that day - they have met the requirements.

My DV listed the account number on my credit report and the following:
 
"I pulled my credit bureau report and I discovered that you claim I owe you a debt.  In accordance with FDCPA, send me validation of this debt."
