Judgement with a private party

I have a judgment against me that was filed a private party. It is not on my CR. It's over a year old. I wonder why it isn't on there yet?

they will review public records eventually.  took my false judgement 3 years to catch up.  filed jun/2004 got it feb/2007 and finally got it removed (it had been dismissed) on jan/2008!

Don't worry.  Be happy.
 
A person can only get a judgment against you if they sue you and win.  It then becomes a "public record" which is reported to the CRAs.  Sometimes.

So am I correct in guessing that it's the CRA that scour the public records to see if you have judgments? That seems expensive. I thought say the state, or whomever had to report it? Just curious is all.
