That 30% wazoo point can go either way IMO. For some it's no big deal, for others it can cause a somewhat marked dive or at the very least flatline. What i found and what's been preached here at MyFICO forums consistently i found to be very very true. The closer it gets to between the 1-9% the more relaxed the rise in scores seem to become. At least that's been my experience so far, and that was even with one card greater then 60% UTIL which i been chopping away at with a vengeance now this scoring info is been made clear.
