Late payments on closed installment/utility. Do they count for new credit?

If my installment  loan is now closed - do the late payments I had previously get considered when applying for a new credit card?

Starting Fico 8 Score: 571 EQ - 574 EX 605 TU Current Fico 8: 695 EQ 677 EX 709 TU

Yes.

Fico 8 12/9/17
Equifax 850, TransUnion 842 10/30/17 , Experian 842 12/11/17 . AAOA 12 years Oldest 20
No inquires since 2014
All credit reports frozen

+1 correct and I might add although they lose most of the sting after 2 years IIRC 

They'll remain on CR's for 7 years after which the account would turn positive when they drop off 

Before you app think...
Have you done your research of the CC?
Does it fit your spending?
Do you have a plan for the bonus w/o going into debt?
Can you afford the AF?
Do you know the cards benefits? Is it worth the HP?

If my most recent one was 2 months ago - how long should I wait before applying? What if I have a credit score above 640? The late payments will still work against me?

When you apply is up to you but a fresh new late and 640 credit score will weigh heavily in any credit decision

Is that a Fico score and if so what are the rest?

IMHO it's time to work on your CR's because there's more than the lates affecting scores 

Before you app think...
Have you done your research of the CC?
Does it fit your spending?
Do you have a plan for the bonus w/o going into debt?
Can you afford the AF?
Do you know the cards benefits? Is it worth the HP?

Yes the account has been paid. And will continue to be paid on time. How long should I wait before applying for an unsecured card?

Your signature shows sub 600 scores.. Are you scores now 640's? You should probably wait for the lates to be a year old before going for an unsecured card..
