I recently got a letter for a utility bill which was already paid, threatening "to keep this off your credit history, pay in full by mailing your payment" Is this a legal way to collect a debt.
In all honesty, it does not sound like a threat to me. It is common practice for them to say if you pay it it won't be reported.
Since yours is paid, call the utility company and find out why they say you owe. Do you have proof you paid?
As long as they intend to do what they say, it is not illegal.
It sounds like the letter you received and the payment you sent crossed paths in the mail. It happens. It has happened to me. But as guiness suggested you need to contact the utility and clear this up.
