Little Weird

I sent out several DV's and PFD's. I went to usps.com to track them and set up email alerts whenever shipping status is updated. One of my PFD's was delivered 2-15-08 and I got the alert and the green card back earlier this week. Today, I check my email and get this email update:
 
Addressee Unknown MILFORD OH 45150 02/22/08 12:53pm<-------- What does that mean?

Delivered MILFORD OH 45150 02/15/08 1:47pm

Arrival at Unit MILFORD OH 45150 02/15/08 7:35am
 
 
Could they possibly be returning it to me after reading it and deciding they didn't want to accept and just re-sealed it and  put "return to sender" on the envelope?

they can't do that. they must sign for it in order to open it, and once they open it they can't return it. they could REFUSE it altogether, which would be odd, but it could be as simple as having the wrong address. The most likely cause is that they have a PO box and the signature card was left in there until someone from the CA came to check the mail and signed for it. happens all the time.

I already have the green card back where they signed on 2-15-08. Just wondering what the update that came today meant.
 
 
Also, on some of my green cards I got back.......the box that says "Is delivery address different from Item 1?"       It is marked yes and a new address is listed there. I thought they have to use the same address they report on your CR?
 
 
Oh, and I love some of the signatures. Two have just a signature(almost readable) and no printed name.........One is signed and printed using a pre-inked stamp.......one has 1 letter scribbled in signature box....nothing in printed box........

Well, I found out what that meant.............they signed for and then wrote "return to sender" on it and there was a yellow sticker from the post office on it that said "address unknown" "unable to forward" or something close to that, it is in the van and it's too cold to go out and get it.
 
This was a PFD, not a DV, as it is the OC.
 
Now, I know that when a DV is returned you send to CRA b/c they are incorrectly report information on your CR(their address), what about when PFD is returned?
 
I just went to their website and their address is in Wisconisin, reported on CR as Ohio.
 
Think it would be okay to call or email them? It's under $100 and the OC, so DV is not an option, only PFD.
