MEDICAL Collection Account - DOFD or Date of Service

I have searched this site but I see two different answers to this.   Do medical collections fall off 7 years from the DOFD or the Date of Service?  The DOFD is the only one that is reported to the credit bureaus.   
 
Mods - Any ideas?

I was under the understanding that the DOFD is the Date of Service.

I would guess for medical it would be. If you went to the hospital on 10 Jul 1999 and never paid the bill, I would think it would fall off by Jul 2006, give or take 6 months.

I just spoke with an Equifax representative and she stated that if I pay this collection off today then it will remain on my report for 7 years from today.    This is so incredibly confusing.    You would think that an Equifax rep would know these things.............

(c) Running of Reporting Period (1) In general. The 7-year period referred to in paragraphs (4) and (6) 3 of subsection (a) shall begin, with respect to any delinquent account that is placed for collection (internally or by referral to a third party, whichever is earlier), charged to profit and loss, or subjected to any similar action, upon the expiration of the 180-day period beginning on the date of the commencement of the delinquency which immediately preceded the collection activity, charge to profit and loss, or similar action.
