No, what they mean is that if it is expressly reported to them from other bureaus, they do not inquire to get the information. They are responsible for their own. They are bound by the same 1 free report a year under the FCRA and for the most part have the same dispute process as the FCRA but their information falls off usually in 4 years and inquiries will fall off in 2 years.
